If you are going to outsource you need to outsource to professionals that have been in the business for a reasonable amount of time, that can deliver within your timeframe.  Professionals that understand the job, that can provide a production approval and do the job to your job sheet specification.. But when I want some artwork or web assistance, well I used to struggle to do my own but now I just go to www.freelancer.com and look at the picture that someone has done for me for a job proof..
